Named in honor of NED’s principal founders, former president Ronald Reagan and the late congressman Dante Fascell, the Reagan-Fascell Democracy Fellows Program was established in 2001 with funding from the U.S. Congress to enable democratic practitioners, scholars, and journalists from around the world to deepen their understanding of democracy and enhance their ability to promote democratic change.
Reagan-Fascell Democracy Fellows maintain full-time residence at the International Forum
for Democratic Studies, NED’s research arm located in Washington, D.C. Dedicated to international exchange, the program offers a collegial environment for fellows to reflect on their experiences and consider lessons learned; conduct research and writing; develop contacts and exchange ideas with counterparts in Washington, D.C.; and build ties that contribute to the development of a global network of democracy advocates.
The Forum hosts 16 to 20 Reagan-Fascell Fellows per year, divided into two five-month sessions:
While in residence at the Forum, fellows have the opportunity to interact with staff and other visiting scholars and activists in the collegial environment at NED, and with the policy, media, and academic communities in Washington, D.C. Accomplished scholars from established democracies are also eligible to apply. Applicants are expected to possess a Ph.D., or academic equivalent, at the time of application, and to have developed a rigorous research outline. During their stay at the Forum, scholars make at least one formal presentation and complete a substantial piece of writing (a monograph or book) for publication.Facilities and Services

12. SCHEDULE FOR ACCEPTING SCHOLARSHIP STUDENTS IN 2012
Several of Japanese universities such as Waseda University, Keio University and Tokyo University of Agriculture have had long experience in accepting foreign students. At first, they admit their applicants as research students for six months, and let such students, whose knowledge of Japanese language is insufficient, mainly study Japanese language in the special course of the university. Then, at the end of special course, the research student must take a special entrance examination to the master’s course, usually for academic intellectual faculty and Japanese / English language proficiency. The examination usually involves an interview of the professor in charge. Only those who passed such special entrance examination are admitted entering the university as a regular student of the master’s course. Even after admitted, generally speaking, many classes are taught in Japanese, some explained in English, and some conrlneted in the mixed languages. The importance of studying the Japanese language throughout their campus life cannot be overstressed in addition to improving English proficiency. This FOUNDATION encourages its scholarship students to study Japanese language and extends financial assistance by the way of compensating Japanese language tuition fees immediately after selected.
Recently some of Japanese universities have opened a new course such as International Graduate course or Global Course for international students. They place their entrance examination and hold classes in English. Those universities do not necessarily specify how much proficiency in English is required but many deem that more than 550 TOEFL score record or the equivalent level in other English proficiency tests will be necessary. Even foreign students in International / Global Graduate Course will need a certain level of Japanese language proficiency to make the most of their living in Japan. A recent study shows that the higher fluency in Japanese language a foreign student acquire, the more fruitful life he can spend in Japan.
MASTER’S DEGREE IN JAPANESE UNIVERSITY
According to the educational system of Japan, the course for a master’s degree requires at least two years for study after graduation from a university (i.e. after completion of the whole course of 16 years conducted at school – 6 years in primary school. each 3 years in middle and high school and 4 ycars in faculty coursc of university).
Those who have studied in such course for the required terms of study, obtaining the necessary credits, and have passed the terminal examination after submission of their theses, will be given the master’s degree.

Undergraduate Exchange Program 2012 by Open Society Foundation (USA)
The Undergraduate Exchange Program (UEP) supports students from Albania, Kosovo, and Ukraine (studying in Dnipropetrovsk, Donetsk, Kharkiv, Kherson, Luhansk, Mykolaiv, Odessa, Poltava, Sumy, or Zaporizhia only) in the United States for one-year of non-degree academic studies and service learning and one subsequent year in their home country leading a community service project of their own design.
The program seeks to assist educational and civic development in Southeastern and Eastern Europe by exposing participants to a liberal arts curriculum, different models of classroom instruction, community service work, and civil society related programming. UEP combines the U.S. liberal arts academic experience with exposure to American social issues and civic development through involvement in community service related work. The program aims to create lasting ties among participants and their American colleagues thereby contributing to cultural understanding and tolerance.
Fellows attend a university or college in the United States for one year. While in the U.S., grantees agree to complete 25 hours a semester (a total of 50 hours for the academic year) of community service work in an area of interest to them. At the end of the year, they are required to return home to complete their degrees. Once back in their home country, grantees are expected to carry out a community-based service project of their own design, addressing an issue of importance to them. Throughout the term of the fellowship, grantees will attend bi-annual conferences to support their professional development and share personal experiences.
Applicants must be a citizen of one of the eligible countries listed as well as be enrolled as a second-year student at a university in one of these countries to be eligible. Participant selection and university placement is determined by a panel of experts in the United States. Candidates do not apply to a specific university.
Participant selection is conducted in four stages. All applicants which meet the above criteria will have their applications reviewed and evaluated by a U.S.-based team of university representatives. Semi-finalists are invited for English language exams and an in-country interview conducted by U.S. education professionals. Applications, interview evaluations, and exam results are all considered by a final selection team, which will then recommend university placements for finalists. Final placements are determined by the U.S. universities. Students cannot determine their own university placements.
While in the U.S., grantees agree to complete 25 hours of community service related work per semester, a total of 50 hours of service per academic year. The type of work will be chosen by the student and opportunities can be arranged with the help of the host university.
At the end of the year, fellows are required to return home to complete their degree at their home universities.
Applications may also be submitted electronically through the Online Application System at http://oas.soros.org/oas/.

2012 PhD Scholarships, Saarland University, Germany
Who can apply?
Talented students with strong interest in research who hold a Masters or an excellent Bachelor’s degree in Computer Science or in a related field.
[At the time of application the degree need not be conferred yet.] Please note that this is a highly competitive program and you should only apply if you are among the best students in your class. We are looking for academic excellence and strong research potential.
What is the working language?
All courses, exams, etc. are in English. Good English skills will be essential for your success here.
How does it work?
After your successful application, you first undergo (depending on your degree) a three semester preparatory phase which consists of research-oriented, broad course work adjusted to personal interests. You may choose from all our courses at the Masters level. We provide common office space especially for students in this phase. You have ample opportunity to acquaint yourself with the many computer science research groups in Saarbrücken and to find a group and an advisor matching your interest.
After passing a qualifying exam, you enter the research and dissertation phase which you spend as a member of a research group. During the entire program there is a comprehensive offering of so-called Soft Skills seminars and courses.
In justified cases, you can be exempted from parts of or even the entire preparatory phase. Also, the courses you take in the preparatory phase can be used towards a Masters degree, if this is desired and all formal requirements are met.
Can I obtain financial support?
We provide financial support during both phases (of course assuming adequate progress). During the preparatory phase starting after your BSc degree, this support comes in the form of scholarships (800 € per month) or teaching and research support contracts. During the research and dissertation phase, you are supported in the form of fellowships (rarely) or of research or teaching assistantships (about 1400 € per month in all cases).
There are currently no tuition fees, only a student fee of 146 € per semester which gives you free access to public transportation and reduced student rates at the university cafeteria and for many other public services (museums, concerts).
